Meeting was called to order at 11:00 A.M.. by President Steve Martinelli, followed by the Pledge of Allegiance and introductions.

Steve indicated that at the December meeting, there was no accepted motion for the new WAPP officers. A motion was m/s/p approving this years officers:

– Treasurer

– Secretary

A motion was m/s/p approving the December 2003, quarterly minutes.

Treasurer’s Report

Scott Noffke

Prior to receipts and expenses, we have balances of $13,587.30 in our checking account and $6,253.31 in our CD account, totaling $19,840.61.

Auditor’s Report

Linda Buchanan

Audit showed 2003 WAPP records are in order.

Old Business – NONE

New Business 

Frank Draxler noted that Chris Wilmot is no longer with the DNR and has accepted a job in the private sector. Looking for a member to pick up WAPP “webmaster” duties. Chris was also the chairperson for the Environmentally Preferable Purchasing Committee and we need someone to step into that roll.

Committee Reports

Expo –September 30th - October 1st. The location will be the Ho-Chunk Casino and Conference center again. The committee received favorable responses for the Ho-Chunk location from vendors. There will be a circus theme this year.

Membership/Public Relations - Mary Lynn Seidl

Mary Lynn noted we will have the same contest as in the past. So fill out those meeting ratings cards. Kathy Jaglin will tally the results.

EducationFrank Draxler

Frank stated there will be a NIGP seminar May 24-26th on “Public Procurement Management.” This is the 4th in the series of four core seminars.

There will be a beginning NIGP course offered in the Milwaukee/Waukesha area this fall.

Anyone interested in getting his or her CPPB or CPPO, please contact Frank as he can help you get through the process.

Future Meetings

2004

The 2004-second quarter meeting will be in Green Bay on June 10th and 11th. There will be a tour of the Lambeau Field Stadium. The Expo will be September 30th – October 1st at Ho-Chunk.

2005

March – Milwaukee
June – Eau Claire
September – Baraboo
December – Madison
