MINUTES OF WAPP BUSINESS MEETING
APRIL 27TH, 2001
HEIDEL HOUSE, GREEN LAKE, WISCONSIN

The meeting was called to order by President Chris Wilmot at 10:55. 

Chris gave a treasurer’s report that there was $9,394.28 in the checkbook on April 4th, 2001. This does not take into consideration checks recently written for the Vendor Expo expenses. Chris will be acting as interim treasurer.

The minutes of the last meeting approved m/s/p.

Education Committee- Frank Draxler
There will be a General Public Procurement class held 10/10-10/12 in Wisconsin Dells. A class called Management of Performance Based Contracts will be held 10/11-10/12 in Wisconsin Dells. Seating is limited to around 25 participants for this class so sign up early.

If you are interested in taking or retaking the CPPB exam please let Frank know. NIGP has revised the test. Last year the pass rate was 75% compared to 56% in 1999.

The MN chapter is offering three NIGP courses. Go to their website for information. You can link to their website from the NIGP website. 

Vendor Expo- Cynda Solberg
Thank you to the members that helped put together the 2001 vendor expo.  They are: Dean Helwig, Denise Charkowski, Diane Parish, Steve Martinelli, Fred Woodard, Marie Hass, Barb Betlej, Mary Hensler, Iris Ost, Diane Janechek, Cynda Solberg  The next Vendor Expo will be in September of 2002. We are currently looking at having it in Wisconsin Dells. If anyone has any ideas for a place to have it or for a theme for the event, please email Cynda. 

Website: Jim Fering was thanked for all of the work he has been putting in on the website. 

New Business: Mike Cornell of DOA asked Chris Wilmot about using our website to contact purchasing people from outside of state agencies. He would like us to gather comments and submit them to him in a summary format. The membership expressed interest in doing this since cooperative purchasing is one of the missions of WAPP. It was discussed that it was probably best to have one coordinator. It would make the most sense for this to be done by the Cooperative Purchasing committee. It was mentioned that the V.A.L.U.E. group could also be of assistance with this. The email to solicit comments from members would be sent out by Jim Fering, but the comments would go back to whomever was the chairperson of the Cooperative Purchasing committee. Since the chairperson of this committee just resigned we have to find a new chairperson. It was suggested that this person not be someone from a state agency. Since there were no volunteers during the meeting, Chris said he will work on getting a chairperson for this committee. 

Committees: Chris brought up the subject of WAPP committees. Some committees are active and some are not. Chris is going to assign the task of looking at the committees to the Vice-President, Sharon Weeks, who will make recommendations about what committees to keep and what committees are not necessary. It was mentioned that this was something that the Past Presidents Committee should be involved in. Sharon will work with the Past Presidents Committee to look into the committees and make recommendations about them. 

Fall Meeting: Don La Fontaine talked about the upcoming meeting. It will be in Appleton at the Paper Valley on the 20th and 21st of September. The morning of the 20th there will be a tour of a paper factory. In the afternoon the speaker will be Tom Jadin from WMHI. He will be speaking on “Working in a Stressful Environment”. On Friday we will have the business meeting and speakers from the UW-Oshkosh. A draft agenda and speaker bios will be posted on the website. 

Newsletter: The deadline for the next newsletter was set for July 20th. 

The meeting was adjourned at 11:25.
