Meeting Minutes:
September 20, 2002
Location: Wisconsin Dells, WI.
Called to order at 10:30 A.M. by Vice President Cynda Solberg.
President Sharon Weeks unable to attend.

Minutes:  A motion was m/s/p approving May quarterly minutes.

Treasurer Report:  Steve Martinelli: Prior to the receipts and expenses for this quarterly meeting we have balances of, $9478.53 in the checking account and $6,068.61 in the CD account, totaling $15,547.14. A motion was m/s/p to approve the Treasurers Report.

Past Presidents Council: Recommendations

• Vendor Expo:

-Continue with Vendor Expo as a fundraiser next fall.
-Increase educational aspect of Expo.
-Utilize vendors for seminars.
-President to appoint chairperson.

• December 2002 Meeting:

-Post a survey on the web to see what kind of  attendance can be expected at December meeting and seminar.

• 2003 Meetings:

-Keep 4 meetings but move May meeting in Spooner to June.

• Recognition:

-Create a "Chapter buyer of the Year" award.  Past Presidents Council will choose awardee.  The name will be passed on to NIGP for the NIGP "Buyer of the Year" award if the WAPP member is an NIGP member.

• Officers:

-Nominate Scott Noffke and Kathy Jaglin for Chapter Secretary.

Committee Reports:

• Public Relations:

Mary Lynn Siedl: Reminder to complete the "Meet The Members" promotion. The member obtaining the most points will receive a certificate for free lodging and registration at a meeting of their choice (except the Vendor Expo) during 2003. The Membership Directory is available.

• Vendor Expo:

Cynda is looking for committee members. She will be contacting current members to ask them to continue serving and she is looking for additional members from cities and counties.

• Education:

December 2002 Meeting will have 1day NIGP seminar on Thursday. Also looking into a collaboration with the UW in 2003 for Procurement training.

Old Business: None

New Business:

• A motion was made to vote on a change to the By-laws at the December meeting to change the number meetings annually from four to three (2 regular meetings & the Expo). m/s/p (hand vote).

• May Meetings:

Discussion for the meetings to be moved to June beginning 2004 on a permanent basis. To be brought to December Meeting for further discussion.

• Retired Members cost to attend meetings:

Motion, To set flat rate for meetings at $5.00 per day for retired members. m/s
Motion to amend, To change cost from $5.00 per day to $10.00 per day. m/s/p
Motion as amended, To set flat rate for meetings at $10.00 per day for
retired members. /p

• Membership Directory

Discussion regarding mailing them out versus needing to be brought to meetings. Some members may not receive if not able to attend meetings. For future discussion.

Announcements:

-A WAPP donation of $100.00 in memory of Pat Jenkins to UW Parkside memorial fund.
-A WAPP donation of $100.00 in memory of Brenda Wiley to the WMHI Historical Fund.
-Next meeting December 6, 2002, Madison.
