Meeting was called to order at 10:45 A.M. by Cynda Solberg.

A motion was m/s/p approving June quarterly minutes.

Treasures Report Dean Helwig

Prior to receipts and expenses as of August 31, 2003 we have balances of $20,890.17 in our checking account and $6,191.25 in our CD account, totaling $27,081.42.

Old Business

Cynda Solberg indicated that she would like to see our chapter pay for the President, Vice President and Treasurer to attend the national conventions starting next year. WAPP would contribute up to $1500 per person if the corresponding agencies would not pay the full amount.

Cynda Solberg would like to see the credit card registration move forward.

New Business

Cynda Solberg attended a chapter leadership seminar at the national NIGP convention and indicated she would like to see a Strategic Plan put together for our chapter. She would like it to consist of past presidents, the executive committee and committee chairs.

The Public Relations Committee will be combined with the Membership Committee. Monica Gannon will chair that committee and Kathy Jaglin will co-chair.

Cynda had suggestions for vendor expo profits such as; sending more members to nationals and increasing the WAPP contribution to $1500 per person, pay for additional educational opportunities, spend more money on speakers, send expo committee chair to another states expo, print shirts with WAPP logo to give to vendors at expo and sell to members at cost. It was also suggested that we consider using profits for tuition and travel reimbursement for members that aren’t supported by their agencies.

Committee Reports

Past Presidents Report Sharon Weeks

The past presidents had suggestions for next year’s Expo as follows:

-Recommended that we keep the expo at Ho Chunk Casino

-No meetings or seminars be held during the actual Expo

-Future Expo seminars support vendors to increase participation

Wallis Roberts mentioned that we needed to get vendors to stay for the evening meal. Iris indicated that we should invite them into the meetings and seminars. Cynda asked that we send a survey to vendors.

Past presidents have chosen candidates for secretary and will contact them.

Sharon had asked that the deadline for the newsletters be set at the end of the meeting being held. There was some concern about the agenda changing and the accuracy of the newsletter if sent out that early.

Finance Committee Kim Verhelst

Faxed budget requests to committee chairs.

Educational Committee Frank Draxler

Nine people attended the CPPB review test. Six were taking the test at this meeting. Frank mentioned that tests can be taken at anytime with a proctor, and can now be taken online.

There will be an Advanced Public Procurement class in October with two seats available yet. See Frank for details. The General Public Procurement class will be offered in Milwaukee next year; the time has not been scheduled.

NIGP webinars are available on line and can been seen individually or as a group. Jim Fering will post upcoming webinars on the training page. The next one is scheduled for October 8th. It was suggested that we offer a webinar at a quarterly meeting.

Conference and Products Expo Committee - Wallis Roberts

Retired members are planning the December meeting in Madison. The theme will be "Total Energy". It is scheduled for the 4th and 5th of December.
