Fourth Quarter Business Meeting Minutes
President, Mary Lynn Seidl, called the meeting to order at 10:30 a.m. followed by the Pledge of Allegiance and introductions.
Motion m/s/p (moved,second,passed) to approve the minutes from the Sept., 2000 meeting.
Committee Reports:
Education- Diane Parrish from the DNR and Stacie Schiereck from Mendota Mental Health Institute have received their CPPB certifications. WAPP will host the three day NIGP "General Public Purchasing" course October 10 - 12, 2001 in the WI Dells. There are plans to have a one or two day course for those not interested in the GPP course at the same time and location. A straw poll was taken on what subjects members are interested in for this alternate course. The results in most popular to least popular order are: Developing and Managing Performance Based Contracts, Electronic Procurement Opportunities and Tools, Successful Software Services Acquisition, and How to Write RFP's.
Public Relations- The 1999 "Best Host" award goes to Cynda Solberg, Dean Helwig, and Stacie Schiereck for the 1999 4th Quarter Meeting held in the WI Dells. They won free 2001 WAPP membership. The "2000 and Counting" membership drive award went to Tom Wasley. He recruited 2 new members. He won free registration for a quarterly meeting (not counting the Expo). The "VIP" (Valuable Involvement Program) for 2001 was unveiled. Laminated WAPP 2001 Calendars with the quarterly meeting dates and locations highlighted were handed out.
The 11th annual Exposition and Conference will be held April 26-27, 2001 at the Heidel House in Green Lake WI. Hotel information and a Vendor Registration form are already posted on the WAPP web site. It is recommended that members make early reservations with the hotel. Members should encourage vendors to view the site and have them register to become exhibitors.
Cooperative Purchasing- Looking to increase active membership and communications. Planning on publishing a web page. Web page would have links to WAPP and NIGP.
Membership- Rewording of Associate Membership language changed in membership directory (as passed at September Mtg) does not change by-laws. The change will be published in the newsletter and voted upon at the March Meeting.
Past President's Council- Presented three changes to assist in balancing proposed budget. Changes were brought up as Motions 1,3, and 4 in new business.
Recycling Committee- no report
Website- Jim and Chris will be working on developing a "new"
look for the web page. They will be giving a presentation at the March Meeting to unveil
the new look.
Recommended that the proposed 2001 Web Page budget be increased from $300.00 to $450.00.
This will allow Jim and Chris to standardize on one web page authoring software program.
Treasurer- Sharon Weeks made the treasurer's report and stated that it would be published in the next newsletter
Newsletter Editor- Deadline for the next issue of the newsletter is January 19th, 2001.
New Business:
Discussion was held that NIGP is assessing Chapters an additional $5.00 for every
member that is not a NIGP member.
Motion #1 - That the registration fee be increased to $40.00 for the 1st, 3rd and 4th quarterly meetings. M/S/P
Motion #2 - To increase annual WAPP dues from $25.00 to $40.00. M/S/F.
Motion #3 - That the retiree registration fee for all four quarterly meeting be established by the host committee to cover the cost of meals. M/S/P
Motion #4 - That WAPP will fund up to $1,000.00 for the Vice President to attend the NIGP Forum if the President is unable to attend. M/S/P

Motion #7 - To move the Conference and Expo from May to September effective with the 2002 meeting schedule. M/S/P.
The 2002 meeting schedule is as follows:
1st Quarter - March 2002 Kay Wenzel, Washington County Host
2nd Quarter - May 2002 Sheboygan, Bernie Rammer, Sheboygan County,and Kim Verhelst , City
of Sheboygan, Hosts
Conference and Expo - September 2002, Location to be announced.
4th Quarter - December 2002, Madison, Iris Ost UW Host
It was also noted that Steve Martinelli DOT will host the 2001 4th quarter meeting in
Madison.
