Kimberly Walker represents school districts and public entities across Wisconsin in a wide range of education law matters, including employment and labor relations, student and parent disputes, civil rights and constitutional claims, policy and governance, finance and transactional matters, and open records compliance. She helps districts navigate complex legal issues while minimizing risk and providing practical, solutions-oriented guidance.

As a parent of two Milwaukee Public School graduates, Kimberly understands the importance of a high-quality education and strong school communities. “I want to do my part in making sure students receive a high-quality education from caring, committed, and concerned teachers and administrators, so that our future leaders have great opportunities,” she says.

Kimberly advises districts on sensitive employment matters, including employee discipline, discrimination, harassment, and labor negotiations. She has guided districts through teacher terminations, union contract negotiations, and other complex personnel issues, always balancing legal compliance with practical solutions.

Her experience includes direct litigation in Title IX matters, while serving as Chief Legal Officer overseeing the district’s defense in constitutional and civil rights claims, including First Amendment, due process, equal protection, and Title VI cases, by supervising outside counsel. She also manages and supervises cases involving special education and compliance with the IDEA and Section 504.

Beyond litigation, Kimberly works with school boards on drafting and revising policies related to student discipline, staff conduct, and open meetings. She designs and oversees training programs for boards, administrators, and educators on employment law, governance, public records, and compliance with state and federal requirements. She also counsels districts on public records compliance, helping them respond effectively to challenging requests while minimizing the risk of litigation.

Her transactional experience includes supervising bond and disclosure counsel for Racine Unified School District’s $14 million general obligation refunding as part of a billion-dollar procurement plan, as well as advising on large-scale construction projects, bond issuances, and vendor contracts.
